Occupational health and hygiene in maritime transport

Responsible Partners:
  • Institute for Occupational and Maritime Medicine (ZfAM), Hamburg State Department for Health and Consumer Protection and University Medical Center Hamburg-Eppendorf, Germany
  • National Public Health Centre Klaipeda Department, Lithuania

The EU SHIPSAN ACT Joint Action partnership completed the following activities in response to the need for a risk assessment tool for occupational health focused on cargo ships:

a) A web-based risk assessment tool for occupational health risks per cargo ship type by using the EU-OSHA Online Interactive Risk Assessment (OiRA) tool was developed. Click here to view the tool.

Collaboration was established with the European Agency for Safety and Health at Work and the Online Interactive Risk Assessment project (OiRA). A Memorandum of Understanding (MoU) was signed between European Agency for Safety and Health at Work (EU-OSHA) and SHIPSAN ACT. The MoU provided the basis for the cooperation between EU-OSHA and the EU SHIPSAN ACT Joint Action for developing the web-based risk assessment tool for occupational health risks per cargo ship type by using the EU-OSHA Online Interactive Risk Assessment (OiRA) tool http://www.oiraproject.eu/

b) Links were identified and promoted between port health and occupational health authorities. A suggested document (Model) for a Memorandum of Understanding (MoU) between competent authorities for hygiene inspections and port state control authorities on issues related to occupational health and ship inspections was prepared by the EU SHIPSAN ACT Joint Action partnership. The aim of this MoU is to promote collaboration between the competent authorities for ship inspections. The suggested MoU was disseminated to all 24 countries participating in the Joint Action, to the Paris MoU and to the European project AnNa (http://www.annamsw.eu/). Contact us if you want to receive the suggested MoU.

c) A report has been produced describing the public health risks of international concern according to cargo ship types. The report is available here.

d) A survey was conducted on the current status of implementation of ILO Maritime Labour Convention, 2006 where 15 out of 30 EU MS participated.
